Fleischer will succeed Professor Howard Abrams, who accepted an offer to teach at Harvard Law School as a visiting professor in 2017-18.

Fleischer is internationally known for his scholarship in tax policy.  He was recently ranked as the nation's 6th most downloaded tax professor.  Before joining the USD tax faculty in 2013, Fleischer taught in a tenured or visiting capacity at Columbia, UCLA, Georgetown, Illinois, Colorado, and NYU law schools. Fleischer also wrote a column about tax policy for the New York Times from 2013 to 2016.

In October 2016, Fleischer was appointed Democratic Chief Tax Counsel of the U.S. Senate Finance Committee. He will continue his work for the Senate Finance Committee while resuming his teaching, research, and administrative responsibilities at USD.

As Director of Tax Programs, Fleischer will oversee USD's nationally-ranked JD and LLM programs, which have produced leading tax practitioners for more than forty years.
